About this opportunity
Emerging Public Leaders of Ghana runs the Public Service Fellowship, described on its own site as "a thoughtfully crafted 12-month work scholarship aimed at cultivating the next generation of professionals in public service". Fellows are placed in key public institutions for hands-on experience in governance and policy work, take employability skills training, are paired with a mentor, complete a community immersion project, go through regular performance reviews and finish with an inauguration ceremony that admits them to the Public Service Fellows network. EPL Ghana is "now in the eighth year of operations" and the 2026 intake is its eighth cohort; on graduation fellows join an alumni network of "more than 700 pan-African leaders across the continent".
Eligibility is tightly drawn and is worth reading before applying: a Ghanaian national with a valid Ghana Card, full-time resident in Ghana, aged between 22 and 32, holding an undergraduate degree, and holding a national service certificate - national service must already be completed. Applicants must also be proficient in Microsoft Word, Excel and PowerPoint, have excellent written and verbal English, maintain an active professional presence on LinkedIn, be ready to produce a police clearance certificate at a later stage, and be "Committed to pursuing a career in Public Service and willing to serve in the Public Service for at least three (3) years after completing the Fellowship programme". Women, persons with disabilities and Mastercard Foundation Scholars are explicitly encouraged to apply.
The application is online and includes essays and professional references, with degree certificates, the NSS certificate or ID, a CV of two pages or less, a copy of the Ghana Card and a passport photograph uploaded. Selection runs through initial screening, an assessment centre with group exercises and individual assessments, and a final panel interview with senior programme leaders and government partners. The 2026 cohort closed on Sunday 22 March 2026.
